Construction Site Safety Training Program
Safety is paramount in the construction industry, and New York City emphasizes this through Local Law 196 of 2017. This law mandates that workers on job sites requiring a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must complete 40 hours of safety training. The Construction Site Safety Training Program is designed to meet these requirements, providing you with the essential training to work on the majority of construction sites throughout NYC. This valuable training is offered at no cost and will enable you to obtain your Site Safety Training (SST) card, a crucial credential for construction professionals in the city.
For individuals without prior safety training, the NYC Department of Small Business Services (SBS) offers the complete 40 hours of required Site Safety Training for eligible New York City residents aged 18 and over. This comprehensive program includes 30 hours of NYC Department of Buildings (DOB) approved training, 8 hours of fall prevention, and 2 hours of drug and alcohol awareness training.
If you already possess a valid OSHA 30 card obtained within the last five years, you can fast-track your SST card acquisition by completing just the final 10 hours of training, which covers 8 hours of fall prevention and 2 hours of drug and alcohol awareness.

HVAC Pre-Apprenticeship Training Program
The HVAC (Heating, Ventilation, & Air Conditioning) sector is experiencing significant growth, and the HVAC Pre-Apprenticeship Training Program is your gateway to a fulfilling career in this in-demand field. This in-person training program, a collaborative effort between SBS, Workforce1 Industrial & Transportation Career Center, the Mayor’s Office of Talent and Workforce Development, and New York City College of Technology (City Tech), is aligned with the city’s Green Economy Action Plan, focusing on sustainable and future-proof careers.
Over 12 weeks of full-time, in-person instruction, participants will develop essential HVAC skills and have the opportunity to earn industry-recognized credentials and certifications, including:
- OSHA 30
- OSHA Site Safety
- EPA (Environmental Protection Agency) Section 608 Certification
- Mold Awareness
- Confined Space Awareness
- Fire Safety Awareness
- Asbestos Awareness
- NCCER HVAC Credentials
In addition to technical skills, the program provides job readiness and placement support to ensure graduates are well-prepared to enter the HVAC workforce.
To be eligible for this program, candidates must meet the following requirements:
- Be 18 years of age or older
- Be a New York City resident
- Be registered for Selective Service (if applicable)
- Be authorized to work in the United States
- Be unemployed or earning less than $40,000 per year
- Possess a high school diploma or equivalency
- Have a strong interest in an HVAC career
- Be able to stand for extended periods
- Be capable of lifting 50+ pounds
- Pass a grade level 8 math and reading aptitude assessment
Preferred qualifications include a NYS Driver’s license and prior driving experience.

NYC °CoolRoofs Program
The NYC °CoolRoofs program offers a unique pathway into the construction sector while contributing to a greener city. This initiative supports NYC’s ambitious goal to achieve carbon neutrality by 2050 through the installation of energy-saving reflective rooftops. A partnership between SBS, Workforce1, the Mayor’s Office of Climate and Environmental Justice, and The HOPE Program, NYC °CoolRoofs provides paid work experience and valuable construction credentials.
This transitional training opportunity includes:
- 10 to 11 weeks of full-time, paid work experience installing cool roofs at a starting wage of $16.50 per hour.
- Opportunity to earn crucial construction sector credentials at no cost, including: 4-Hour Flagger certification, 4-Hour Scaffold User certification, CPR/First Aid certification, OSHA 30 certification, and Construction Site Safety Training (SST) certification.
To participate in this program, candidates are expected to meet these minimum requirements:
- Be 18 years of age or older
- Be a New York City resident
- Be registered for Selective Service (if applicable)
- Be authorized to work in the United States
- Be unemployed or earning less than $50,000 per year
- Be able to adhere to safety measures and protocols
- Be able to work a flexible schedule, including early mornings
- Be capable of navigating New York City and traveling to various installation sites across the five boroughs
- Demonstrate commitment to pursuing a career in construction
- Be able to perform manual labor, such as climbing stairs, carrying 50-pound buckets, and working on roofs in diverse weather conditions
- Be able to work with paint containing latex and silicone ingredients
Preferred qualifications include prior driving and construction experience, as well as proficiency in using email, phone, and map applications.
