Are you finding it difficult to manage your water bill? The East Bay Municipal Utility District (EBMUD) understands these challenges and offers assistance through its Ebmud Care Program, also known as the Customer Assistance Program (CAP). This program is designed to provide financial relief to eligible low-income residential customers and homeless shelters within the EBMUD service area. Since 1987, EBMUD has been committed to making a difference in the community, and the Care Program is a testament to this commitment.
EBMUD Care Program for Residential Customers
For residential customers, the EBMUD Care Program offers significant discounts to help ease the burden of water expenses. Eligible households can receive a 50 percent reduction on the standard bimonthly service charge. Furthermore, the program provides a 50 percent discount on home water usage, covering up to 1,050 gallons per person per month. In addition to water service discounts, residents also benefit from a 35 percent discount on EBMUD wastewater service charges and flow charges.
To qualify for the EBMUD Care Program as a resident, certain criteria must be met. The dwelling must be a single unit with its own water meter and serve as the applicant’s primary residence. Eligibility is also based on household income, as outlined in the table below:
Number of Persons in Household | Maximum Gross Annual Household Income |
---|---|
1-2 | $62,300 or less |
3 | $70,100 or less |
4 | $77,850 or less |
5 | $84,100 or less |
6* | $90,350 or less |
* For each additional household member, add $6,250 to the gross annual income limit. |
Participation in the residential EBMUD Care Program is valid for two years. To continue receiving assistance, residents must reapply. It’s important to note that the program is not retroactive, so timely application is crucial.
EBMUD Care Program for Homeless Shelters
The EBMUD Care Program extends its helping hand to homeless shelters as well, recognizing their vital role in the community. Eligible homeless shelters can receive a 50 percent discount on the meter charge, which is based on the meter size. Similar to residential customers, shelters also benefit from a 50 percent discount on water usage per client, up to 1,050 gallons per person per month. A 35 percent discount on wastewater service and flow charges is also applied to the shelter’s account.
For homeless shelters to be eligible for the EBMUD Care Program, they must meet specific guidelines. The organization’s primary function must be providing lodging and meals, and they need to possess the necessary permits from the City or County Health Department. Shelters must also provide at least six beds and operate for a minimum of 180 days or nights annually. It’s important to note that government-owned facilities are not eligible for this program. However, satellite facilities operating under a main organization’s tax exemption can apply separately. Furthermore, organizations must demonstrate IRS tax-exempt status under IRS Code 501(c)(3), and the water account must be registered under the organization’s name with this tax exemption.
Participation for homeless shelters in the EBMUD Care Program is for a maximum of one year. To continue receiving assistance, shelters must reapply and demonstrate how the program subsidy has benefited their clients.
