Parking at East Carolina University (ECU) has become more streamlined and efficient with the introduction of License Plate Recognition (LPR) technology. Say goodbye to the days of fumbling with car decals – your license plate is now your parking permit. This innovative system simplifies the parking process for students, staff, and faculty, making campus access smoother than ever before.

For the 2022–2023 academic year and beyond, ECU Parking transitioned to a system that eliminates the need for physical parking decals. Instead of displaying a decal to indicate your permitted parking zone, your vehicle’s license plate acts as your virtual permit. Registration and payment are conveniently handled online, making the entire process user-friendly from start to finish. This update also extends to visitors and temporary employees, who will no longer require temporary hangtags, further simplifying parking management across campus.

What’s Different with License Plate Recognition?

The most significant change is the removal of the car decal. When you register your vehicle for parking, you will not receive a physical decal to affix to your windshield. Parking enforcement now relies on your registered license plate. Think of your license plate as your parking pass – it’s the key identifier for parking permissions within designated zones.

It’s important to note that if your vehicle only has a rear license plate, which is standard in North Carolina, you’ll need to park head-in. This ensures that the LPR system can easily read your plate as parking enforcement vehicles patrol the lots. Looking ahead, ECU Parking is planning to offer a special front plate option for purchase, which will be LPR-readable, for those who prefer to pull-through or back into parking spaces. This will provide added flexibility in the future.

What Remains the Same?

While the decal is gone, several key aspects of ECU parking remain consistent. Parking fees are still applicable, and adjustments are planned for the 2024-2025 academic year. Vehicle registration with ECU Parking and payment of the appropriate parking fee are still mandatory for parking on university grounds.

The online vehicle registration system remains in place, accessible through PiratePort. You can still register up to six vehicles under your parking account. If you plan to park a different vehicle on campus temporarily, it’s necessary to update your license plate and vehicle information by contacting the Parking Office. This ensures accurate parking permissions and avoids any potential citations.

How Does the LPR System Function?

The License Plate Recognition system is the technology behind this streamlined parking approach. ECU Parking utilizes vans equipped with LPR technology. These vans automatically scan license plates as they patrol parking areas. The system instantly verifies registered plates and alerts parking control officers if a vehicle is detected without the correct parking permissions for a specific zone. This information is displayed on a screen, allowing officers to quickly verify and, if necessary, issue citations. This efficient enforcement helps maintain parking availability for permitted vehicles within their designated zones.

For the LPR system to operate effectively, a clear view of the license plate is essential. This is the primary reason for the head-in parking requirement for vehicles with only rear plates. The forthcoming front LPR plate option will address this for those who prefer back-in or pull-through parking. It’s important to be reassured that ECU Parking is committed to privacy and does not collect or store personal information beyond what is necessary for parking management.

ECU’s decision to adopt License Plate Recognition is driven by proven benefits experienced by other universities. LPR systems offer significant cost savings and improve operational efficiency. ECU Parking Services anticipates saving approximately $85,000 annually by eliminating the production and purchase of physical decals.

Beyond cost savings, LPR technology streamlines parking patrols, reducing patrol times. The system also provides valuable data and reports, such as parking lot occupancy rates. Previously, this data was collected manually. Now, accurate parking utilization data enables Parking Services to make informed decisions about space allocation across different lots and zones, allowing for adjustments to better meet the parking needs of the ECU community. This data-driven approach ensures that parking resources are managed effectively and efficiently for all users.
