The Department of the Navy’s (DON) Financial Management Career Program (FMCP) is dedicated to building an elite financial management workforce. This program actively seeks out, recruits, and rigorously trains exceptional individuals, equipping them for impactful careers within the DON.
What is the Financial Management Career Program?
The FMCP is a comprehensive two-year program designed to cultivate highly competent financial management professionals. It combines structured on-the-job training with diverse rotational assignments and unique learning experiences across various Navy and Marine Corps locations, known as “Homeports,” throughout the United States. Participants, referred to as Trainees and Associates, are officially part of the FMCP while stationed at their assigned Homeports. Upon successful completion of the program, graduates are strategically placed in permanent roles at their Homeports, ready to contribute to the DON’s financial management objectives. This intensive program ensures that FMCP personnel develop into skilled professionals capable of addressing the evolving demands of the DON Financial Management Workforce. The program recruits for key financial management roles, including Financial Management Analysts (series 501) and Accountants (series 510), at the GS-7/9/11 levels for Trainees and GS-9/11/12 levels for Associates.

FMCP Trainee Program (FMTP) for Entry-Level Professionals
The Financial Management Trainee Program (FMTP) is a dedicated 24-month track within FMCP for individuals starting their financial management careers. These “Trainees” are onboarded as entry-level Financial Management Analysts and Accountants (GS-7/9/11), filling critical roles under job series 501 and 510 respectively. The FMTP provides a structured pathway for recent graduates to enter federal service and develop essential skills in financial management within the Department of Navy.
FMTP Requirements:
- Bachelor’s degree in finance, accounting, or business administration from an accredited institution, obtained within the last two years.
- Minimum cumulative GPA of 2.95.
- Ability to secure and maintain a secret security clearance.
- Willingness to sign a mobility agreement, indicating acceptance of assignment locations.
- U.S. citizenship is mandatory.
- Commitment to achieve DoD FM Certification Level I by the program’s completion.
FMCP Associate Program (FMAP) for Mid-Level Professionals
The Financial Management Associate Program (FMAP) is also a 24-month program within FMCP, tailored for financial management professionals at the mid-career level, known as “Associates.” Associates are hired into mid-level positions as Financial Management Analysts and Accountants (GS-9/11/12), in job series 501 and 510. FMAP offers an accelerated career advancement opportunity for those with existing experience to specialize in Department of Navy financial management.
FMAP Requirements:
- Master’s degree in finance, accounting, or business administration from an accredited institution, obtained within the last two years.
- Minimum cumulative GPA of 2.95.
- Ability to obtain and maintain a secret security clearance.
- Agreement to sign a mobility agreement.
- Must be a US citizen.
- Requirement to obtain the DoD FM Certification Level I upon program completion.
