What are the primary reasons for denial of a Bar Car Recycling Program application?

There are several key reasons why an application to the Bar Car Recycling Program might be denied:

  • Vehicle Smog Check Requirement: If your vehicle requires a Smog Check inspection, it may lead to denial. We thoroughly review Smog Check records to confirm your vehicle’s Smog Check inspection history.
  • Continuous California Registration: Your vehicle must have been continuously registered in California as an operable vehicle for a minimum of two years immediately preceding your application date. We verify this by reviewing official DMV records of your vehicle’s registration history.
  • Past Due Vehicle Registration Fees: If your vehicle registration fees are overdue, it can result in application denial. We check current registration status through DMV records. If your registration sticker expired before you applied, it’s necessary to contact the DMV to discuss your registration options.
  • Vehicle Title Lienholder: If your vehicle title lists a lienholder, your application will likely be denied. We use DMV records to verify legal vehicle ownership. If there’s a lienholder on your title, it must be removed. Contact DMV for details on lienholder removal.
  • Change of Vehicle Ownership: If your vehicle is undergoing an ownership change, it can cause denial. We confirm through DMV records that your vehicle is not currently involved in a change of ownership process.
  • Applicant Not Registered Owner: You must be the registered owner of the vehicle to apply. We use DMV records to ensure the name on your application exactly matches the name on the vehicle’s title (pink slip).
  • Recent Vehicle Retirement via CAP: If you’ve recently retired a vehicle through the Bar Car Recycling Program, you may not be eligible. We check records to ensure you haven’t retired a vehicle as a sole owner, or two as a co-owner, within the 12 months before your current application date.

If my application to the Bar Car Recycling Program is denied, and I fix the issue causing the denial, do I need to re-apply?

No, if your Bar Car Recycling Program application is denied, and you subsequently resolve the reason(s) for denial, you do not need to submit a new application. Instead, you can upload or mail documentation that proves the denial reasons have been resolved to the Bureau of Automotive Repair (BAR) at: Attention: CAP, 10949 N. Mather Blvd, Rancho Cordova, CA 95670.

After uploading documentation to resolve my denial, how long will it take for the BAR to review it and reassess my eligibility for the Bar Car Recycling Program?

Once you upload documentation to resolve issues with your Bar Car Recycling Program application, the BAR will review it within approximately four weeks of receipt. After the review is completed, we will send you an updated determination notice regarding your eligibility.

I applied to retire my vehicle for a $2,000 incentive under the Bar Car Recycling Program, but my approval letter states $1,500. Why is there a difference?

After reviewing your application, it was determined that you qualify for the $1,500 incentive, but did not meet the requirements for the higher $2,000 incentive.
